Zulum Makes Top 10 as Borno Shines in 2025 Governance Index
Borno State Governor, Babagana Umara Zulum, has been ranked among Nigeria's top-performing governors in the 2025 Governance Accountability and Transparency Index (GATI).
The report, published by GOMEP Nigeria, an association of over 75 online media editors, was unveiled on Friday in Abuja. It assesses how transparently and accountably state governments manage public affairs.
Borno secured a spot in the "Exceptional Performance" category with a score of 89.7 points—a 3.4-point increase from the previous year. According to the report's findings, this improvement reflects Governor Zulum's sustained focus on transparency reforms and impactful development projects.
Key Achievements Highlighted
The recognition specifically cited several landmark achievements under Zulum's leadership:
· Financial Reforms: Early implementation of local government financial autonomy.
· Infrastructure: Execution of over 1,500 capital projects across Borno's 27 local government areas.
· Resettlement: The voluntary return of over one million internally displaced persons through the widely acknowledged "Borno Model."
· Education & Health: Construction of 104 mega schools, alongside massive investments in scholarships and primary healthcare delivery.
This latest honour adds to a growing list of accolades for Zulum, including the Forbes Africa Leadership Award and national honours from Nigeria (CON) and the Republic of Niger.
