Defence Headquarters Debunks Misrepresentation of CDS Remarks on Terrorism

The Defence Headquarters has refuted a circulating report that allegedly misrepresented comments made by the Chief of Defence Staff, Olufemi Oluyede, concerning the fight against terrorism in Borno State and Yobe State.

In a statement issued on March 19, 2026, the military high command described the report as misleading, stressing that the CDS did not at any time accuse the general populations of Borno and Yobe States of being complicit in terrorism.

According to the Defence Headquarters, General Oluyede’s remarks were aimed at highlighting the importance of community partnership, vigilance, and shared responsibility in addressing Nigeria’s security challenges.

“The fight against terrorism is not the responsibility of the military alone. It is a collective duty,” the CDS was quoted as saying, urging residents to reject terrorism and support security agencies with timely and credible information.

The statement clarified that the CDS’ call for citizens to “take ownership” of the fight aligns with globally accepted counterinsurgency strategies, which emphasize collaboration between security forces and local communities.

It further explained that the CDS referenced specific instances where criminal elements exploited community structures, citing a case in which wounded terrorists involved in attacks were found within a community—an observation meant to encourage vigilance rather than generalize blame.

The Defence Headquarters reaffirmed that the Armed Forces of Nigeria remains committed to its constitutional duty of protecting the nation’s territorial integrity and ensuring the safety of law-abiding citizens. It added that ongoing operations, particularly in the North East, continue to record significant successes.

The military also urged media organizations to uphold professionalism by verifying information and avoiding sensational reporting that could mislead the public or undermine national security efforts.

While appreciating the resilience and cooperation of citizens, especially in conflict-affected areas, the Defence Headquarters called for sustained collective effort in overcoming terrorism across the country.
